Dauphin County introduced its $191.4 million preliminary budget on Wednesday. Despite the COVID-19 crisis, the county does not expect to raise property taxes for 2021, our reporting found.

Gov. Tom Wolf signed the fiscal code bill passed by state legislature last week, our online story reported. Under the bill, Harrisburg is able to keep its current earned income tax (EIT) and local services tax (LST) at rates higher than typically allowed for third-class cities in Pennsylvania.

Harrisburg found a long-term solution to its structural financial problems, our online story reported. State legislature passed a bill that allows the city to retain an elevated local services tax (LST) for 15 years and permanently extend its 2% earned income tax (EIT) rate.

Members of The Bridge held a ground-breaking ceremony on Thursday.

It’s looking like a sunny weekend ahead, so get out and enjoy the weather! If you missed any news this past week, we have all our stories listed and linked below.

The “Black is Beautiful Expo” will take place in the Crowne Plaza on Friday and Saturday. The event will showcase over 40 local minority-owned businesses, our online story reports.

The Bridge Ecovillage held a ground-breaking ceremony on Thursday to celebrate moving closer to construction. They plan to begin work in spring 2021, our reporting found.

Capital Region Water proposed a small increase to its drinking water and wastewater rates for 2021, our online story reported. The new stormwater fee will remain the same.

Cocoa Creek Chocolates recently opened a new location in Camp Hill. Our magazine story tells how Owner Diane Krulac evolved into the chocolatier she is now.

COVID-19 infection rates continued to surge in Pennsylvania over the past week. The average new case count is nearing 6,000 per day, our reporting found.

Black entrepreneurs in Harrisburg are starting businesses and pursuing their passions. Read our magazine article about a local jewelry maker, boutique owners and a handmade candle maker.

Bob’s Art Blog spotlights Bill and Russ and their collection of glass art, as well as a 5-year-old artist with work in the Art Association of Harrisburg’s “La Petite Exhibition.”

Cordier Auctions has three virtual events planned for this month, our online story reported. On Saturday and Sunday, hundreds of artifacts from the estate of former Mayor Steve Reed will be for sale. A “Fine and Decorative Arts” auction with more Harrisburg-related items will take place on Nov. 21.

COVID diagnoses surged this past week in Pennsylvania. Since last Friday, the state recorded an average of 4,348 new cases per day, according to the state Department of Health. Find out more in our weekly pandemic report.

Fit on Market, a boutique fitness center opened in Strawberry Square, our online story reported. The gym offers new, state-of-the-art Matrix cardio and strength training equipment.

Harrisburg City Council passed a bill to create a Citizen’s Law Enforcement Advisory Committee, on Tuesday. The committee will review the actions of the Harrisburg Police Bureau, our online story reported.

Harrisburg’s mayor released bodycam footage of a confrontation between a resident and a police officer. A petition is circulating, calling for the firing of the officer, claiming he illegally entered the resident’s property. Read our online story for more information.

Harrisburg University held a virtual meeting for potential contractors, as it moves towards beginning construction on its 11-story academic building. HU hopes to improve opportunities for small and diverse businesses locally to participate in the project, our reporting found.

The housing market in the Harrisburg area continued to improve, with residential sales and prices rising last month. The Millworks restaurant in Midtown reopened this week, our online story reported. It was closed since July when a worker tested positive for COVID. Since then, The Millworks has invested some $10,000 in a new HVAC filtration system that removes airborne pathogens.

The Week that Was: News and features around Harrisburg

“Vote” signs lead up to the PA state Capitol.

With presidential election results still pending, it’s like one big waiting game. While you anticipate the next move, catch up on this week’s news below.

A “Count Every Vote” rally was held at the state Capitol on Wednesday. Voters protested President Donald Trump’s threat to intervene in the Pennsylvania Supreme Court’s decision to allow a three-day extension for receiving mail-in ballots, our online story reports.

COVID cases are surging in Pennsylvania, with new diagnoses breaking daily records. In the past week, there were 2,633 newly diagnosed cases per day, our online story reports.

Election Day in Dauphin County ran smoothly, our reporting found. Although a majority of residents opted for mail-in ballots, the polls still saw activity, some accumulating lines with over an hour-long wait.

Faith leaders in Harrisburg held a community vigil on Monday night to pray for a peaceful Election Day. Led by the Mayor’s Interfaith Advisory Council, the group discussed the importance of unity despite the results, our online story reports.

One Hundred Voices is a new book that tells the stories of Harrisburg’s historic African American community, our magazine story reports. Many of the voices come from the Old 8th Ward, a historically Black and immigrant neighborhood that was demolished to make room for the state Capitol complex.

Our editor comments on Harrisburg’s Draft Comprehensive Plan in his monthly column. With the sales and rental markets looking strong, he suggests the plan may underestimate the city’s potential for growth.
