Judging by this week’s news, life seems to be returning to normal around the Harrisburg area. Yes, COVID and protests still predominate, but we’re increasingly seeing a greater mix of stories. Businesses Receive Stabilization Grants

More than 300 Harrisburg-licensed businesses last month received $5,000 grants to help them survive the economic fallout from the coronavirus pandemic.

The city and Impact Harrisburg announced the awards from a pool of money funded by both entities.

“We wanted to fund as many businesses as we possibly could across the broad spectrum,” said Sheila Dow-Ford, executive director of Impact Harrisburg, a nonprofit set up following the city’s financial crisis to help spur economic development. “So we are hoping we hit the mark in that regard.”

The program allowed businesses to request up to $10,000, but, given the large number of applicants, Impact Harrisburg decided to give $5,000 grants to all qualified applicants.

Initially, both the city and Impact Harrisburg were to contribute $500,000 to a $1 million fund, with the city’s portion originating from its dormant “revolving loan fund.”

However, qualified applications exceeded the initial funding, so Impact Harrisburg kicked in another $750,000. The city now is considering adding money for a second round of funding.

“Our goal is to keep these businesses afloat so, when it is time to reopen, they have a fighting chance of surviving and bouncing back, hopefully stronger than ever,” said Mayor Eric Papenfuse.

Recipient Angel Fox of Fox’s Wash and Go said that the grant will allow her to repair washing machines in her Allison Hill laundromat, as customers have been “over-stuffing” the machines to try to stretch their own limited financial resources.

Elementary Coffee Co.’s Andrea Grove said that, beyond the money, she appreciated that care was taken to distribute the grants to all deserving, qualified applicants.

“We desperately need this money, but so many other people need it as well,” she said. “That is a beautiful testament to the care that this community has for each individual business and the position that they are in.”

For recipient Lori Reese, the money will help her sustain her personal organizing business, Consider It Done LLC, and it will help offset additional costs brought on by the crisis. Like many companies, she’s been forced to do more business online, which has meant extra, unanticipated costs to expand her virtual presence, capabilities and security.

Reese also mentioned a non-financial benefit of the program. Much like Grove, she said that she appreciates the effort, caring and the creativity that her city and Impact Harrisburg showed for the small business community here.

“I feel valued as a city business and a city resident,” she said. “Because it’s local, it means more to me.”

 

Harrisburg Area Enters Yellow Phase

Most of the Harrisburg area last month entered the less-restrictive “yellow” phase of the state’s phased reopening plan.

In south-central PA, Cumberland, York, Perry and Adams counties were the first to transition from the red phase to the yellow phase in late May. A week later, Dauphin and Lebanon counties joined them.

On June 5, Lancaster County, along with the remainder of “red” counties in the commonwealth, will transition to yellow, Gov. Tom Wolf announced.

Wolf credited the policies of the state government for helping to cut the number of new cases of COVID-19 in the commonwealth. Cases peaked in early April at almost 2,000 new cases a day and gradually fell to fewer than 1,000 new cases a day.

“We know not only that we succeeded in slowing case growth, but that our actions, our collective decisions to stay at home and avoid social contact—we know that saved lives,” Wolf said. “My stay-at-home order did exactly what it was intended to do. It saved lives, and it bought us valuable time.”

The state government uses a tri-color red/yellow/green system to guide re-openings in the commonwealth.

Under the red phase, people are supposed to observe strict “stay-at-home” orders, and “non life-sustaining” businesses cannot operate from their physical locations. Under yellow, these restrictions are eased, but limits remain in place. For instance, schools must remain closed, bars and restaurants are stilled banned from offering sit-down dining, and gatherings of more than 25 people are prohibited.

Under the green phase, most restrictions are lifted, though large crowds remain prohibited. Late last month, 17 mostly rural counties in the northwest and north-central parts of the state entered the green phase.

 

Allison Hill Project Gets Go-Ahead

One of the largest housing developments on Allison Hill in recent years is slated to move forward, as Harrisburg City Council last month approved a plan for a multi-building project just off of Market Street.

Council unanimously approved the land use plan by TLC Cornerstone Renewal to construct 26 townhouses, a 24-unit apartment building and a community center in a five-block area bounded by N. 15th Street, Walnut Street and Crabapple Street.

“This is such a blighted area,” council President Wanda Williams said during a council work session. “It certainly will enhance this area.”

At that work session, developer Tarik Casteel, president of TLC, told council members that he hopes to break ground in the early fall on the $14.7 million affordable housing project on the 2.1-acre site.

“This project will be big in this community,” he said. “It’s definitely needed, not just in this community but in several areas of the city of Harrisburg.”

Nearly two years ago, TLC cut the ribbon on its first big project, the 20-unit Harrisburg Uptown Building (HUB) and the HUB Veteran Housing Campus.

Casteel told council that the new Allison Hill project would be just the first phase of a three-phase project for the area. He expects a 16-month construction period for the first phase.

“In Allison Hill, there is definitely a need,” he said. “This was one of the worst areas of the city. That’s why we wanted to come into this area, because it is the worst.”

 

Council Approves CDBG Disbursement

Harrisburg City Council last month approved the disbursement of annual federal housing funds.

The city set aside money from its share of Community Development Block Grants (CDBG) for use by nonprofit “sub-recipients.” These included: 

  • A Miracle for Sure: $13,810
  • Center for Employment Opportunities: $13,810
  • Communities in Schools: $13,810
  • Heinz Menaker Senior Center: $14,000
  • Latino Hispanic American Community Center (LHACC): $13,810
  • Neighborhood Dispute Settlement: $13,810
  • Pennsylvania Immigrant and Refugee Women’s Network: $13,810
  • The Salvation Army Harrisburg Capital City Region: $25,000

The city also distributed federal Emergency Solutions Grant (ESG) funding to the following organizations:

  • Capital Area Coalition on Homelessness: $24,000
  • Christian Churches United of the Tri-County Area: $63,000
  • Shalom House: $43,100
  • YWCA Greater Harrisburg: $50,000

These funds originate from the federal Department of Housing and Urban Development, and, every year, the city sets aside some of the money for use by community nonprofits.

 

Harrisburg Plans Cyber School

Come fall, Harrisburg school district students will have another way to learn, as district officials have announced a new, full-time cyber school.

Last month, officials unveiled the Harrisburg Virtual Learning Academy, which is meant to broaden educational options and offer an alternative to cyber charter schools.

“Early on, we asked our teachers to make calls to get feedback from our families. This was way back in March,” said Susan Sneath, chief academic officer for the district. “They were already telling us there was no way they were going to send their children back to [the brick-and-mortar] school.”

Sneath knew the district needed to have another option for students. Thus, the Harrisburg Virtual Learning Academy (HVLA) was established.

According to the district, the HVLA will be full-time and free to Harrisburg students. The program offers K-to-12th grade enrollment, in which each student is provided a Chromebook.

This differs from the district’s existing Cougar Academy, which is a “blended” cyber program that requires that students also spend time inside the classroom. In contrast, HVLA is fully remote.

Students will receive recorded instruction from teachers with additional meetings as needed. While the school is primarily online, there are face-to-face tutoring options, including English language arts and math. Special education teachers, English as a second language teachers and reading specialists will be available to provide support.

Sneath explained that students will continue to receive academic advising through an assigned counselor and can expect outreach from a social worker to aid with social and emotional needs. Technology support will be readily available, as well, during school hours.

The school district plans to use trained educators from the Montgomery County Intermediate Unit, an entity that supports local school districts. Additional faculty, such as counselors and academic advisors, will come from Harrisburg staff.

Students in HVLA can participate in academic advancement such as Advanced Placement courses and “gifted” programs. They will also be tied to their neighborhood’s school, which will allow access to all special events and extracurricular activities such as picture day, athletics and prom.

All HVLA students are considered Harrisburg Cougars, and they will receive a diploma from the Harrisburg school district.

In the past, students in the district seeking online education have often looked to cyber charter schools, but Sneath hopes that this option curbs that.

“We want to keep our kids, and we want to provide the very best for our kids,” she said. “We developed HVLA with that in mind.”

HVLA will not take the place of the district’s remote learning plan for students in the case that students can’t return to school buildings in the fall. The cyber-school is only for those who enroll.

“The intent for the people who enroll in HVLA is that they are going to stay in HVLA,” Sneath said.

 

Development Projects Approved

Two significant development projects in Harrisburg should soon break ground after receiving final approval by the city.

City Council last month unanimously approved a land development plan by the Hudson Companies to build a 130,000-square-foot office building on the 2500-block of N. 7th Street, the site of the former headquarters of D&H Distributing.

The Hermitage, Pa.-based company plans to demolish D&H’s low-slung building and construct a new, three-story, brick-and-glass building on the site. Hudson then will enter into a long-term lease with the commonwealth, which plans to locate about 850 Department of Human Services and Office of Administration workers there. Most will move from the former Harrisburg State Hospital grounds, which the state is trying to sell.

Hudson hopes to break ground on the project in several months, with completion in late 2021.

City Council also approved a land development plan for the construction of four new townhouses on the 600-block of Woodbine Street. The nearby Camp Curtin YMCA plans to undertake the $1 million affordable housing project on vacant land currently owned by the Harrisburg Redevelopment Authority.

Jamien Harvey, the Camp Curtin YMCA executive director, said he hoped that this project would just be the first phase of building more affordable housing in the area.

Harvey said that the houses, which will cost about $175,000 apiece to build, will sell for $70,000 to $80,000.

“We are looking to change the look of our neighborhood,” he said. “We’re looking to eliminate blight. We’re looking to cut down on the drugs and the violence in our neighborhood, and we’re looking to building a community with pride. This is one of many projects to come.”

 

Preliminary School Budget Approved

The Harrisburg school district last month approved a preliminary budget for next school year, using federal aid to close a substantial budget gap.

District Receiver Janet Samuels accepted the $157.6 million spending plan, which does not raise school taxes for the 2020-21 year.

The district took a $4.2 million hit due to the COVID-19 pandemic and resulting economic crisis. Unexpectedly, the district had to lower anticipated revenue from earned income taxes, PILOT tax payments, real estate taxes and increases in the state’s basic and special education subsidies.

To help close the deficit, the district was awarded a $4.7 million grant from the federal Coronavirus Aid, Relief and Economic Security (CARES) Act. However, those funds expire Sept. 30, according to Acting Superintendent Chris Celmer.

“It’s going to take time to work through logistics of how we are able to spend that,” he said.

Celmer said that, if additional state funding doesn’t eliminate the deficit, a staff realignment may help, along with the CARES Act funding.

The 2020-21 budget is $8.6 million higher than the current, 2019-20 school year’s projected final budget. Employee salaries and benefits, along with other higher expenses, are causing the increased spending, according to the district.

Another virtual budget workshop is scheduled for June 15. A final decision on a 2020-21 spending plan is expected on June 22.

The proposed completed budget will be available to the public on the district’s website for 30 days before the last meeting in June.

 

School Board Appointment

The Harrisburg school district has named Nora Carreras to its board of directors, filling an open seat following the death of Gerald Welch.

District Receiver Janet Samuels last month appointed Carreras, who works for the PA Department of Human Services, due to her “long history as a public servant along with her wealth of knowledge of resources that support children, families and the broader Harrisburg community.”

Under state code, Samuels had 30 days to fill the seat, which was left open after Welch died of COVID-19 complications on April 15.  Welch was elected last year to the nine-member board and was in the first year of a four-year term. Carreras’ appointment runs through next year.

“It is a pleasure to welcome Ms. Nora Carreras to the Harrisburg school board of directors,” said Acting Superintendent Chris Celmer. “Ms. Carreras has a proven track record of providing advocacy and support for at-risk families through the commonwealth of Pennsylvania.”

Carreras expressed excitement for the opportunity.

“I am honored to join and support the district’s effort to bring increased educational quality and fiscal accountability,” she said. “Every student in the city of Harrisburg deserves the opportunity to thrive, to learn in a supportive environment and reach their full potential.”

 

Home Sales Down, Prices Up

Sales dropped but prices rose in the Harrisburg area, as the realtor’s association released its first report during a full month of COVID-19 restrictions.

In April, 455 homes sold in the three-county area, compared to 619 in April 2019, but the median price increased to $200,000 compared to $180,000 a year ago, according to the Greater Harrisburg Association of Realtors (GHAR).

In Dauphin County, 212 houses sold at a median price of $173,000, versus 294 houses at a median price of $167,000 in the year-ago period, GHAR said.

Cumberland County saw 222 houses change hands compared to 296 a year ago, while the median price rose to $235,000 from $202,500. Perry County bucked the trend, with 21 houses selling for a median price of $173,000 compared to 29 houses for $200,000 a year ago.

For the three-county region, days on the market dropped to an average of 50 days versus 53 days the previous April, according to GHAR.

Harrisburg Council funds business grant program, approves development projects

Harrisburg City Council met in a virtual legislative session on Tuesday.

A new grant program designed to sustain city businesses got its final approval on Tuesday night, as Harrisburg agreed to kick in half the money for the fund.

City Council unanimously agreed to allocate $500,000 for the new Neighborhood Business Stabilization Program, a $1 million fund that is offering up to $10,000 for city-licensed businesses, including nonprofits, to try to offset some of the economic damage caused by the COVID-19 pandemic.

“I am certainly in support of it,” said council President Wanda Williams. “These small businesses that were hit hard by this COVID-19 will be able to function again and pay their employees.”

The money is coming from the city’s revolving loan fund, a dormant program that once provided loans to assist city-based businesses. Williams emphasized that measures will be taken to ensure that recipients properly use the funds as indicated in their applications.

Impact Harrisburg, a nonprofit formed as part of the city’s 2013 financial recovery plan, is providing the fund’s other $500,000 and is administering the program.

Impact Harrisburg has already begun accepting applications for the grants. It expects to begin making funding decisions around May 7.

City Solicitor Neil Grover, who is also the chairman of the Impact Harrisburg board, told council members that the program, which just opened last week, already has received more than 300 applications totaling about $2 million in eligible funding requests, about twice the amount allocated for the program.

Because of the overwhelming demand, Grover said that the city and Impact Harrisburg would like to identify additional funding for the program.

“The subscription numbers already exceed the combined monies,” he said. “The board is going into discussions about whether we can locate other sources of money as we start to be able to measure the need locally.”

Council also heard a financial update from city Budget and Finance Director Bruce Weber, who largely reiterated a presentation he provided last week to the Intergovernmental Cooperation Authority. In both presentations, Weber said that, despite the general economic collapse, the city’s finances remain fairly stable, though subsequent months will offer clearer insight into how much revenue the city will lose because of higher unemployment and the loss of parking revenue.

Lastly, council unanimously passed a resolution allowing Harrisburg to enter into an intergovernmental cooperation agreement with the Pennsylvania Department of Health to receive as much as $540,250 to fund lead hazard control activities in the city. This will enable the city to continue its existing lead abatement program over several more years.

Residents voice concerns over parking, contracting, environment as developer explains proposed Uptown office project

Parking, traffic and local contracting were among the concerns of Harrisburg residents on Monday night, as the builder of a proposed state office building presented an overview of the project.

About 50 people attended the community meeting at the Camp Curtin YMCA, where Jonathan Hudson of Hermitage, Pa.-based Hudson Companies offered an overview of the three-story office building planned for the 2500-block of N. 7th Street.

Several residents asked pointedly about opportunities for disadvantaged business enterprise (DBE) contractors, including Harrisburg-based companies.

“I want to know about accountability as far as dealing with jobs,” said one resident. “A lot of developments have come here, and there’s no accountability to the local contractors.”

Hudson said that his company, which is the general contractor, planned to reach out and try to connect with local subcontractors and vendors, including at a March 18 meeting specifically for this purpose.

“The entirety of that is working and connecting with local vendors, minority-owned businesses, women-owned business enterprises and other distressed business entities,” he said. “That’s a very special, important task for us. We’re taking it very seriously.”

Hudson Companies plans to construct a 130,000-square-foot office building on the former headquarters site of D&H Distributing, which last year moved to a new location in Lower Paxton Township.

The company will build and own the building, Hudson said, for a single tenant—the commonwealth of Pennsylvania, which plans to locate about 850 Department of Human Services and Office of Administration workers there. Most employees will move from offices at the former Harrisburg State Hospital grounds, which the commonwealth is trying to sell.

Hudson plans to demolish the existing, low-slung building and construct a modern-style, mostly brick-and-glass building in its place. The company then plans to retain ownership, leasing it to the state for 20 years, with potential lease extensions.

Demolition, he said, would take place in late March. The project would wind its way through the city approval process in April and May, with groundbreaking expected in June. Construction should be complete in the third quarter of 2021.

Many other questions from neighbors in the largely residential Uptown neighborhood concerned parking and traffic.

“Do you plan to widen the road?” asked one resident. “Will you have street parking?”

Hudson said there were no plans to widen 7th Street, but that enough parking would be built on site to accommodate more than 1,000 cars. He further said that he expected no more traffic than was generated by D&H, which had about 750 workers at the location.

Mayor Eric Papenfuse, who attended the meeting, said that the city would like to make road improvements to the N. 7th and Division Street area.

He also said that the city hopes, at some point, to be able to build a bridge to connect Division Street with the Farm Show complex area, which might alleviate some of the traffic concerns. The city has been trying to obtain state funding for this project.

Other residents had questions about environmental issues.

“Will you be incorporating green infrastructure in your building, like a permeable parking lot, taking care for the solar array and a green rooftop garden, for instance?” asked Garvey Presley, secretary of the board for Capital Region Water.

Hudson said that the plan doesn’t include a rooftop garden or a permeable parking surface, but that the company plans to reduce the current percentage of impermeable surface on the 10.5-acre site from the current 99 percent to about 75 percent.

The site also houses a vast solar array farm put in place by D&H. Hudson said that the project would not utilize those panels, but Papenfuse said that the city hopes to repurpose the panels, potentially raising them in places such as the city’s Public Works property and on City Island.

Hudson said that the building would meet Leadership in Energy and Environmental Design (LEED) green building standards.

“It will perform to LEED standards,” he said. “We’re just not pushing for buying the LEED symbol. We’ll perform just like a LEED building, only without certification.”

The building, he added, would be set back on the site, not near the street like the current D&H building. That would make the property more aesthetically appealing, he said.

The other main area of discussion involved the economy and taxes. Because the building will be privately owned, Hudson Companies will pay property taxes on the site, Hudson said.

Papenfuse added that the 850 workers would pay a total of about $125,000 a year in local services taxes to Harrisburg. That revenue would be new as most of those employees currently work in Susquehanna Township, not the city. Hudson and Papenfuse both mentioned that they believed that businesses in the area would benefit, including at the struggling Uptown Plaza.

“We know this is a big project in the city, a big project in the neighborhood,” Hudson said. “We want to make sure we’re good stewards of our development.”

Stop Signs, Charging Stations for 3rd Street

Harrisburg will retain two of four stop signs on N. 3rd Street that were threatened with removal until City Council can make a final decision on their fate.

Mayor Eric Papenfuse said last month that his administration has decided to retain the stop signs at Emerald and Kelker streets, but remove them at Harris and Boyd streets.

These are temporary measures until the 3rd Street corridor project is complete, Papenfuse said. At that time, council will have the option of making a final decision on the signs by changing the city’s traffic control map.

“The traffic control map will come to City Council for approval once the project is done,” Papenfuse said.

In early August, residents along the corridor were surprised to learn that the city planned to remove stop signs on N. 3rd Street at those four intersections. Soon after, numerous residents appeared at a council meeting to protest the removal.

At the Harris and Boyd street intersections, the stop signs will be replaced with yield signs. A pedestrian crosswalk also will be added at Harris Street.

“I agree with Boyd,” said Councilman Westburn Majors. “I’m concerned about Harris Street because there’s the senior living building there.”

Papenfuse added that the 3rd Street project unexpectedly will extend into next year for the downtown area south of Forster Street for two principal reasons.

First, Harrisburg University has requested a work stoppage at S. 3rd and Chestnut streets until it removes its heavy equipment from the immediate area as part of the construction of its 17-story academic tower and hotel.

Secondly, the city has received a $40,000 state Department of Environmental Protection grant to install eight electric vehicle charging stations in front of the State Museum. The installation of the electrical infrastructure will delay completion of the project in that area, Papenfuse said.

Moreover, the city plans to complete the sidewalk-widening project around the state Capitol. About eight years ago, the sidewalk around the Capitol on Walnut Street and most of N. 3rd Street was widened. However, the project wasn’t completed, leaving the original, narrow concrete strip in place from North to State streets. That sidewalk now will be widened, as well, finishing the walkway.


Harrisburg Adopts Artsfest

When Jump Street announced it was shutting down, many Harrisburg residents wondered who would run the city’s beloved Artsfest celebration.

Now we know, as the city has opted to take the event in-house.

For 2020, Megan Roby, the city’s director of special events, will take the lead in organizing Artsfest, the long-running, three-day, arts-focused celebration along the city waterfront, said Mayor Eric Papenfuse.

“The city is taking on Artsfest for next year because no one else has stepped up,” he said.

Artsfest takes place in Riverfront Park each Memorial Day weekend, attracting more than 200 art exhibitors and vendors, as well as thousands of visitors. Several years ago, the nonprofit arts group, Jump Street, took over the event from long-time organizer, the Greater Harrisburg Arts Council. However, Jump Street now is dissolving.

Papenfuse said that adopting Artsfest, in its 53rd year, wasn’t his preferred option, but that he feared that the event wouldn’t happen otherwise.

“We can’t let Artsfest disappear,” he said. “It’s too valuable to the city.”

For one year, the city hopes to hire Melissa Snyder, the long-time executive director of Jump Street, as a consultant. To that end, City Council introduced a resolution last month that, if approved, would pay Snyder $10,000 to help transition the event from Jump Street to the city.

Papenfuse estimates the total cost of Artsfest to be about $100,000. In the end, he expects the city to break even from sponsorships and other event revenue.

The city already organizes the two other big summer events in Riverfront Park—the July 4 Food Truck Festival & Fireworks and the three-day Kipona festival over Labor Day. It also puts on such events as the Fire & Ice Festival in March, the holiday parade in November and the downtown New Year’s Eve celebration.

 

Ribbon Cut on River Walk

Harrisburg’s deteriorating river walk has been repaved, as the city last month unveiled a ribbon of new concrete running about two miles.

The $1.6 million project laid new concrete along much of the 10,275-linear-foot walk from Shipoke to Maclay Street, though, in a few places, old walk was repaired, not replaced, due to funding restrictions.

The project only replaced the river walk itself, not the stairs leading to the Susquehanna River. Fixing the steps, city Engineer Wayne Martin said, is a massively expensive project, though the city might be able to patch some areas.

The work was funded by a $1.5 million federal Transportation Alternative Program grant, with the city kicking in about $160,000.

At the ribbon-cutting, city officials were joined by a group of bicyclists who took a ceremonial first ride on the newly laid white concrete.

Bike Harrisburg’s Dick Norford explained that the river walk and steps were part of Harrisburg’s City Beautiful movement of the early 20th century, which gave the city numerous parks, as well as paved roads and a functioning sewer system.

In fact, the walk itself came into existence to shield a sewer interceptor, which runs beneath it.

“This is such a vital link because the Greenbelt is not just a beautiful recreational trail,” Norford said. “When a city is more inviting to walking and biking, it’s a better place to work, a better place to live and a better place to play.”

The project actually began several years ago, when the walk along the Shipoke waterfront—badly damaged from the 2011 flood—was replaced. Work kicked in again last fall, took a break for the winter, and started up again in spring.

 

Superintendent Condemns Voucher Proposal

A top official of the Harrisburg school district has come out strongly against a proposal that would allow city students to use public money to attend private schools.

Last month, the district’s acting superintendent, Dr. John George, called a proposed bill by House Speaker Mike Turzai (R-Allegheny) “ill-timed” and said it would “harm the majority of children in the Harrisburg school district.”

Turzai currently is seeking co-sponsors for a proposed bill that would establish a “pilot voucher program” specifically targeted at the Harrisburg school district. It would award “scholarships” of $4,100, which city children could use to attend private or other public schools.

The proposal also calls on the state to contribute another $3,000 in a “tuition grant,” bringing the total to $7,100 per student.

“Speaker Turzai’s proposal is ill-timed and undermines the Financial Recovery Act of 2012, the very legislation for which he advocated,” George said, in a statement. “By removing additional monies from the school district that is already financially distressed, the proposal seriously disrupts the recovery process and wrecks additional havoc, virtually guaranteeing that the district will forever remain in financial distress.”

George further stated that Turzai’s proposal “requires parents to pay a portion of the tuition,” which “may help a few, but it comes at the expense of harming the vast majority.”

“It also only further widens the economic disparity between those who can afford to pay tuition and the poorest of the poor,” he stated.

Turzai began circulating his proposal among lawmakers soon after the school year began in the 6,700-student district. He said that such action was needed given the poor performance among students on state test scores and the fourth-lowest high school graduation rate in the state.

“By allowing Harrisburg families to choose the right education environment for each student, we can finally resolve the decades-long failure to provide an adequate education to Harrisburg children,” Turzai wrote in his memorandum to House members seeking co-sponsors.

 


Sewer Project Resumes

Capital Region Water is giving its Front Street interceptor project another go, closing a part of Riverfront Park in Uptown Harrisburg until early November.

CRW last month closed the park between Shamokin and Emerald streets until Nov. 9 to install 1,765 feet of new pipe liner, called “cured in place” pipe, which helps prevent failure, sinkholes and leakage.

“We appreciate everyone’s patience during construction as we address our critical and aging infrastructure,” said CEO Charlotte Katzenmoyer in a statement.

The park needs to be shut down in the area due to construction and because aboveground pipes have been installed in the park to bypass water flows during the installation, CRW said.

Last year, CRW closed down the park for several months as it attempted the same project. However, the city utility authority was unable to complete it due to worse-than-expected deterioration of the 105-year-old Front Street interceptor, as well as unexpected utility conflicts, CRW has said.

The 30-inch diameter interceptor carries about 2.3 million gallons of wastewater every day from Harrisburg and Susquehanna Township to the Front Street pump station.

The project will not lead to full road closures on Front Street, but park pedestrians will be detoured across the street until completion.



Commonwealth to Build on D&H Site

When D&H Distributing announced its departure from Harrisburg, many city residents wondered what would replace the company at its longstanding Uptown headquarters.

Now we know.

Last month, the state Department of General Services announced that the commonwealth plans to build a three-story, 120,000-square-foot building to house hundreds of workers displaced from the former Harrisburg State Hospital grounds in Susquehanna Township.

“We are glad to be able to announce the award of this lease that will put nearly 900 employees into a physically and technologically advanced workspace,” said DGS Secretary Curt Topper, in a statement.

In January, D&H announced that it would move to a new office campus in Lower Paxton Township after almost seven decades on the 2500-block of N. 7th Street.

DGS said that the new office building will house employees from the Office of Administration’s Office of Information Technology and the Department of Human Services, including staff from offices of its medical assistance programs, income maintenance, administration, youth and families and its 24/7 ChildLine operations.

Most workers will be relocated from buildings at the former State Hospital, which the state is trying to sell. Some also will relocate from an office building on Herr Street and the Office of Medical Assistance Programs space in Camp Hill.

According to DGS, the state is entering into a build-to-suit lease with Hudson Asset Advisors, which will demolish the low-slung, sprawling D&H building. On the site, it then will build a 120,000-square-foot building with 1,000 parking spaces.

DGS expects to break ground in early 2020, with the first workers moving in during the first quarter of 2021.

DGS did not reveal financial terms, but said that it would once the pricing and terms of the lease are finalized.

 

Library Buys Historic House, Will Expand

For many years, two prominent parcels on N. Front Street in Harrisburg had common ownership and a shared history.

More than a century ago, those parcels separated, and the building’s side yard became the site of the McCormick Riverfront Library.

Now, those two properties are linked again.

In a recent ceremony, Dauphin County Library System (DCLS) officials announced that they had purchased the original, two-century-old house next door to the McCormick Library, with plans to renovate and turn it into administrative offices.

“This project lets us restore and preserve this historic structure,” said DCLS Executive Director Karen Cullings. “It is one of the oldest buildings in the city.”

Ken Frew, the long-time librarian for the Dauphin County Historical Society, affirmed the historic credentials of the building at 27 N. Front St.

Frew said that Stephen Hills, who came to Harrisburg to construct the original state Capitol, built the Georgian-style house for his own home around 1812. He owned the building for many years, eventually renting it out to Gov. John Schulze, one of a group of houses now known as “Governor’s Row.”

“If I had to compile a list of the top-10 most-historic houses in Harrisburg, this house would be in the top five,” Frew said.

In July, DCLS bought the 5,458-square-foot house for $295,000 from long-time owner, attorney William Balaban.

The library itself sits on land that originally was the side yard to the building, bequeathed by a later owner, Sara Haldeman Haly, who had a garden on the property.

“I am truly honored that we were able to acquire the property that was Sara’s home,” Cullings said.

Cullings said that DCLS was “in the formative stages of the project,” as it still needs to raise money for the substantial renovation.

Once the renovation is done, DCLS plans to move its administrative staff into the house. That will free up space in the library for more family and children’s activities, including STEM and arts-related programming, Cullings said.

Next door, DCLS plans to renovate the house’s first floor for community meetings and events and also will allow public access to the courtyard in the back, she said.

DCLS board President Andrew Enders wrapped up the brief ceremony with a pitch to the community to help the project come to fruition.

“It’s time for the Dauphin County Library System to continue to make our mark on this community,” he said. “But we need your support. Whether it’s your time or your money, we’ll take it.”

 

Urban Meadow Extension Proposed

Harrisburg hopes to extend an existing walkway by two blocks, offering a landscaped pedestrian link between the new federal courthouse and the heart of Midtown Harrisburg.

The city has applied for a $75,430 grant to PA WalkWorks, a state Department of Health program, to extend the “urban meadow” to N. 6th Street from its current terminus at Fulton Street.

“With the courthouse being built, we would like to see this extension,” confirmed Mayor Eric Papenfuse.

About a decade ago, three blocks of Boyd Street, from N. 3rd to Fulton streets, were transformed from a street alley into a pleasant walkway and bike path with the installation of pavers and native plants.

The project was part of a larger master plan to revitalize the area. In the early 2000s, the city acquired and cleared several blocks of blighted houses and commercial buildings along the 300- and 400-blocks of Reily Street.

The Harrisburg Redevelopment Authority eventually sold these blocks to GreenWorks Development and HACC, and they’re now surface parking lots. Recently, GreenWorks received a $2 million state grant to help fund a $26 million, 135-unit apartment and retail building planned for the 300-block of Reily.

The current urban meadow runs in back of these parcels.

If received, the grant would pay for design work for the two-block extension up Boyd Street to N. 6th Street, making the walkway nearly ¼-mile in total. Papenfuse said the city also is applying for a Dauphin County gaming grant, which would help fund the remainder of the project, including construction.

City Council must ratify the application to PA WalkWorks, though the city has already submitted the application in order to meet an Aug. 30 deadline.

 

Home Sales, Prices Climb

Both home sales and prices swung up in August in the Harrisburg area, largely due to falling interest rates.

The Greater Harrisburg Association of Realtors credited declining mortgage rates for sales that rose 5.3 percent to 720 units compared to the year-ago period. Median sales prices increased by 10.5 percent to $199,500 over the same period, GHAR said.

In Dauphin County, sales totaled 346 units, an increase of 16 units, while the median sales price rose 12.1 percent to $184,900 compared to August 2018, according to GHAR. Cumberland County saw sales go up by 9.7 percent to 350 units, with the median price up by 9.3 percent to $218,500.

Perry County had a decrease in volume, with sales down by 11 units to 24 units compared to the year-ago period, GHAR said. The median sales price also dropped, down 9.5 percent to $153,750.

Jason Isbell has put Harrisburg on his upcoming concert tour, scoring a date at the Forum. The Grammy Award-winning Americana/roots icon will play on Dec. 20 as part of the Harrisburg University concert series.

Open Stage of Harrisburg announced last month that it was rebranding simply as “Open Stage” and changed its logo. The changes were made in anticipation of opening its expanded and renovated theater in downtown Harrisburg.

Recycle Bicycle last month moved out of its home of the last four years, the Atlas Street Warehouse in Uptown Harrisburg. The nonprofit wants to purchase a new, permanent home, preferably on Allison Hill, and hopes to make an announcement soon.

Salman Rushdie is returning to Harrisburg in December, with an appearance at Midtown Scholar Bookstore. The world-famous author will speak and sign books to promote his newest novel, “Quichotte.”

Shady McGrady’s is up for sale, joining a number of other long-established bars and restaurants to hit the market in the Harrisburg area. The owners are asking $650,000 for two buildings, plus the liquor license and fixtures. In recent months, several other local institutions have been listed for sale, including the FireHouse Restaurant in Harrisburg and the Glass Lounge in Susquehanna Township.

Two Poodles debuted in the Broad Street Market, selling scratch-made bagels from its stand in the brick building. Owners Bill Weber and Shea Mascia, who reside in Elizabethtown, also sell bagels in York Central Market.

Whitaker Center is turning 20-year-old classroom space into a new, 3,000-square-foot STEM Design Studios in the Harsco Science Center. Très Bonne Année, an annual, wine-focused fundraiser, is underwriting much of the $450,000 cost of the new STEM center.

The Week that Was: News and features around Harrisburg

Commonwealth to construct new building for 900 state workers on D&H Distributing site

When D&H Distributing announced its departure from Harrisburg, many city residents wondered what would replace the company at its longstanding Uptown headquarters.

Now we know.

Today, the state Department of General Services announced that the commonwealth plans to build a three-story, 120,000-square-foot building to house hundreds of workers displaced from the former Harrisburg State Hospital grounds in Susquehanna Township.

“We are glad to be able to announce the award of this lease that will put nearly 900 employees into a physically and technologically advanced workspace,” said DGS Secretary Curt Topper, in a statement. “In addition to being the lowest-cost option, this new building will bring those employees into the downtown area where they can contribute to, and enhance, the local economy.”

In January, D&H announced that it would move to a new office campus in Lower Paxton Township  after almost seven decades on the 2500-block of N. 7th Street.

DGS said that the new office building will house employees from the Office of Administration’s Office of Information Technology and the Department of Human Services, including staff from offices of its medical assistance programs, income maintenance, administration, youth and families and its 24/7 ChildLine operations.

Most workers will be relocated from buildings at the former State Hospital, which the state is trying to sell. Some also will relocate from an office building on Herr Street and the Office of Medical Assistance Programs space in Camp Hill.

According to DGS, the state is entering into a build-to-suit lease with Hudson Asset Advisors, which will demolish the low-slung, sprawling D&H building. On the site, it then will build a 120,000-square-foot building with 1,000 parking spaces.

DGS expects to break ground in early 2020, with the first workers moving in during the first quarter of 2021.

DGS did not reveal financial terms, but said that it would once the pricing and terms of the lease are finalized in a few months.

“Currently, Human Services employees at the DGS Annex are spread across multiple buildings,” said Human Services Secretary Teresa Miller, in a statement. “Moving to a centralized, technologically advanced space creates opportunities to improve processes and create efficiencies that can strengthen our work.”

D&H, Make-a-Wish form yearlong partnership to help area youth

Back in October, Storm Troopers and Darth Vader greeted Max, a 13-year-old with a neuromuscular disorder at the D&H headquarters.

The surprise didn’t stop there. More than 700 employees from the technology distribution company told Max that they would be granting his wish: he and his family were going to Universal Studios.

“It was probably the most meaningful event that we’ve had in my 25 years at D&H, and the employees at D&H were honored to be involved in the wish reveal,” said Dan Schwab, co-president of D&H.

After helping to fund Max’s wish, Harrisburg-based D&H has pledged to fund wishes of local children with life-threatening conditions through a yearlong partnership with Make-A-Wish Philadelphia, Delaware and Susquehanna Valley.

Although D&H frequently does philanthropic initiatives as part of its charity organization called D&H Cares, Schwab said that the company has never done an initiative of this magnitude.

Starting in April 2020, the company will grant approximately 12 to 14 wishes per year.

Beyond providing funding for wishes, D&H hopes to spread awareness about the Make-A-Wish Foundation.

“One of the big misconceptions about Make-A-Wish is that people think that it’s only for children who are terminal,” Schwab said. “[Make-A-Wish] is for kids who have a life-threatening disease. A lot of parents don’t realize that their children may be eligible, and so in order to drive awareness and highlight our commitment to Dauphin County, we wanted to make sure that all wishes are funded.”

The largest privately owned company in the region, D&H maintains a commitment to the local area and to its employees, who also own 36 percent of the company, Schwab said. Long based in Harrisburg, D&H earlier this year announced an impending move to Lower Paxton Township, about six miles from its current headquarters on N. 7th Street.

“We run the company like a family,” Schwab said. “We focus a lot on the health and wellness of our employees, but we also focus on our contributions to the community, because we all live, work and play in the local area.”

D&H was founded over a century ago and has been operating in Dauphin County for 70 years.

Schwab hopes that the company’s partnership with Make-A-Wish will deepen the company’s commitment to the community.

“We never want to forget our roots and our commitment to the local community that helped us become successful,” Schwab said.

Delay in School Board Appointment

It may be months before Harrisburg residents learn who will be the newest member of the district’s school board, as a court hearing in the matter isn’t slated to take place until late April.

Court of Common Pleas Judge John McNally has scheduled an April 23 court date to hear a citizen’s group response to a petition supporting Ralph Rodriguez, a city resident who wants to fill the vacant seat.

The group known as Concerned about the Children of Harrisburg (CATCH) responded to the petition filed on Jan. 24 on behalf of Rodriguez. As part of its response, CATCH asked the court to appoint its own preferred candidate, Cornelius Chachere.

This petition response appears to have triggered a series of events that will take several months to resolve.

The parties now have until mid-March to finish their discovery processes, followed by the April 23 court hearing.

Jayne Buchwach, a member of CATCH, said that her group opted to respond to Rodriguez’s petition, as opposed to filing an original petition in support of Chachere, after they saw that Rodriguez’s supporters had filed first.

“The response states our objections,” she said. “It also tells the court—this is who we think should be on it.”

The response touts Chachere’s qualifications and, like an original petition would, asks the court to appoint him.

To add further complexity to this issue, former school board Director James Thompson also has filed a petition with the court for the seat. Technically, this makes four candidates for the seat: Rodriguez, Chachere, Thompson and Marva Brown. In their petition, Rodriguez’s supporters mention that appointing Brown also would be acceptable to them.

The board seat became empty following the Dec. 16 death of school board Director Melvin Wilson. The remaining board members, split between Rodriguez and Chachere, failed to muster a majority of five votes to replace Wilson within a 30-day time period, throwing the matter to the court.

Buchwach said that she wasn’t concerned about having only eight members on the board for an extended period.

“The board is contentious,” she said. “So, having eight there or nine there—it really doesn’t matter.”

Meanwhile, five of the nine school board seats will be up this election year. CATCH has vowed to put up its own slate of candidates for the board seats.

 

Fetterman Starts Listening Tour

A packed room and dozens of speakers greeted Lt. Gov. John Fetterman in Harrisburg last month, as he kicked off a statewide listening tour on the proposed legalization of recreational marijuana.

Some 300 people filed into the auditorium of the Harrisburg Jewish Community Center for the first of 67 such events, as Fetterman began to wind his way through every county in the commonwealth.

For about two hours, Fetterman listened patiently and respectfully as speaker after speaker rose either in support of or in opposition to the proposal, often sharing with him emotional stories from their lives.

One young man named Darryl said that he was arrested and jailed for possession of marijuana and possession of drug paraphernalia and now can’t find a full-time job because of those convictions.

“That’s why I’m struggling so badly, because of a stupid possession charge,” he said. “It’s time to end this.”

To that end, a few speakers recommended not only legalization but expungement of criminal records for those previously convicted.

Les Stark, executive director of Reading-based Keystone Cannabis Coalition, a pro-legalization advocacy group, said that, in Pennsylvania, about 25,000 people a year are arrested for marijuana possession.

“How many lives have been ruined in Harrisburg alone?” he asked. “Over the next 10 years, will we ruin the lives of 250,000 more Pennsylvania citizens?”

Several speakers identified themselves as users of medical marijuana, which is legal, and testified to the effectiveness of cannabis for treating their conditions.

While most attendees spoke in favor of legalization, some did not.

Several speakers said they feared that legalizing recreational marijuana would lead to greater threats to public safety—from the potential of more car accidents to the possible greater use of harsher drugs.

“My main concern is that I have a grandchild turning 16,” said one man. “My concern is that I believe recreational marijuana is a mind-controlling substance. I’m afraid for her to be driving out on the highway when some other driver’s mind is being controlled by marijuana.”

Other speakers accused the state of wanting to legalize recreational marijuana as a revenue-raising tool.

“I’m not against medical marijuana, but I am against use of recreational marijuana,” said one man. “I believe the administration just wants to create a new revenue source to tax and spend.”

Throughout the lengthy event, Fetterman said little from his seat on the stage, listening attentively as people spoke their minds.

At one point, he asked would-be speakers to allow a woman, who was holding an infant, to move to the front of the long line. The woman, who said she drove in from Hummelstown, offered a moving story about surviving AIDS then, relatively late in life, giving birth to her baby.

“Medical cannabis helped me survive by the skin of my teeth,” she said. “It can’t be denied to others.”

 

Illegal Guns Seized

Harrisburg police have seized hundreds of firearms over the past few years, following a department-wide push to take illegal guns off of city streets.

At a press conference last month, police lined three long tables with handguns, rifles and shotguns, which they said was a small sample of the 646 illegal weapons confiscated from 2016-18.

Capt. Gabriel Olivera said that, in 2016, city police Commissioner Thomas Carter instructed officers to focus on the epidemic of illegal weapons in the city.

“All these guns were seized mostly without officers engaging these individuals with gunfire,” Olivera said. “Our officers have shown great restraint.”

According to Olivera, 196 guns were seized in 2016, 252 in 2017, and 198 in 2018. The far majority of these weapons have been handguns.

Carter said that, even before 2016, his officers routinely seized illegal firearms. But he wanted them to be more mindful of illegally owned guns, most of which have been stolen, as they patrolled and made arrests.

“I work with these amazing men and women on a day-in and day-out basis, and I know their capabilities,” he said, referring to his officers. “It’s something the entire agency bought into.”

Olivera mentioned that, for 2018, Harrisburg had about a 10-percent drop in “Part 1” offenses, which include the most serious crimes like murder, robbery and aggravated assault, compared to 2017. He also cited a 5- to 6-percent reduction in “Part 2” crimes, such as simple assault, disorderly conduct and most drug possession offenses, which are generally considered to be less serious.

“I can’t tell you that the number of guns has reduced the homicide rate,” Carter said. “But I can tell you that it has reduced violent crime.”

Olivera said that, after police seize a stolen gun, officers try to determine the rightful owner, so it can be returned. If no owner is identified, the gun eventually is destroyed, he said.

 

ICA Board Complete

A Harrisburg resident and former media executive has secured the final seat on Harrisburg’s new financial oversight board.

David Schankweiler, former publisher of the Central Penn Business Journal, was appointed to the five-member Intergovernmental Cooperation Authority (ICA) by state Senate Pro Tempore Joe Scarnati.

Schankweiler joins UPMC Pinnacle executive Tina Nixon, nonprofit professional Audry Carter, attorney Kathy Speaker-MacNett, and property developer Ralph Vartan on the newly created ICA, which will oversee Harrisburg’s finances for five years.

Until 2016, Schankweiler was the CEO and owner of Journal Multimedia, which published the Central Penn Business Journal and other publications. Since his retirement from the publishing industry, he has served on numerous nonprofit boards.

The board met for the first time last month for an organizational meeting.

 

New Police Gear

Harrisburg police last month showed off a pile of new protective gear, equipment it purchased with a grant from UPMC Pinnacle.

At a press conference, the city’s police bureau shared samples of new vests, helmets and steel plates, part of about 120 pieces of protective gear that will help protect officers from lethal, high-caliber weapons, according to police Commissioner Thomas Carter.

In total, UPMC Pinnacle donated more than $40,000 for the equipment purchase. That figure includes about $20,000 raised last June from the “3.2 to Protect the Blue” race, which was organized by UPMC Pinnacle emergency room nurses, with the UPMC Pinnacle Foundation donating much of the remainder.

“I had no idea of the dedication and love that these people showed our officers,” said Carter, flanked by UPMC nurses and Harrisburg police officers.

The new gear includes 60 helmets, 40 “body armor level 3 ballistic” protective vests with steel plates and 20 additional steel plates. The vendor, Royersford, Pa.-based Body Armor Megastore, contributed another 10 armor body vest sets.

Carter said that the need for the equipment arose last year following the death of U.S. Deputy Marshal Christopher Hill during a raid on a house in Allison Hill. The bureau realized that its helmets and vests were not adequate to protect against today’s powerful firearms, he said.

Deputy Police Chief Deric Moody said that his officers will not wear the equipment regularly, but will keep it nearby in case it’s needed.

After the press conference, Mayor Eric Papenfuse stressed that the equipment was not the full body armor “riot gear” that the bureau requested in 2017 after high-profile clashes throughout the city between “anti-Sharia” protestors and “antifa” counter-protestors. That gear was already purchased following a $68,000 allocation from City Council, he said.

 

Teachers Protest Pay

A sea of teachers dressed in red and carried homemade signs at a Harrisburg school board meeting last month, protesting what they perceive as unfair pay.

Hundreds of teachers flanked the standing-room-only gymnasium and wore “Red for Ed,” demanding to know why the school board denied a grievance settlement that would have raised the pay of veteran teachers.

In response, the district claimed that the pay raises would be prohibitively expensive for the struggling district, saying, in a prepared statement that “the settlement costs would run into the millions of dollars because of its continuing impact on salary costs in the district.”

At the heart of this fight is a set of intersecting problems: the Harrisburg school district’s budget issues, complaints of low pay and high teacher turnover rate. Veteran teachers demand that their pay reflect the time they’ve invested in Harrisburg schools, but the district asserts that veteran teachers are already being paid competitive wages.

“The more veteran the teacher is at Harrisburg, the more competitively they are paid under the negotiated salary schedule,” the statement read. “The board also believes that if the [Harrisburg Education] association was so concerned about the turnover problem in the district, it would have recommended that this be addressed in our ongoing labor contract negotiations where the teachers have refused to make a salary proposal after 14 months of negotiations.”

“We haven’t refused anything,” Barksdale responded. “We have to settle this before we agree on anything.”

The events culminating in the protest began in August when the Harrisburg Education Association filed a grievance against the board, claiming that veteran teachers were underpaid.

In it, they stated that the district had hired new teachers at rates higher than veteran teachers with equivalent experience, violating their contract. In January, the union reached a verbal agreement to raise the salaries of some of the lowest paid veteran teachers, but the board voted down that contract.

 

2019 Arts Awards Announced

Theatre Harrisburg has announced the recipients of the 2019 Awards for Distinguished Service to the Arts in the Capital Region (“Arts Awards”).

Ronnie Waters, a jazz musician, arranger, composer and educator, will receive the “Award to an Individual,” and The State Museum of Pennsylvania will receive the “Award to an Organization, Company or Group.”

The awards will be presented on Sunday, June 2, in a theatrical gala at Whitaker Center in downtown Harrisburg. The event is open to the public, and proceeds benefit Theatre Harrisburg.

Mural Fest Returns

The Harrisburg Mural Festival is returning for another round, as Sprocket Mural Works last month announced a 2019 festival.

Co-organizer Megan Caruso said that Sprocket will oversee the creation of 10 murals over 10 days, from Aug. 30 to Sept. 8. The purpose, she said, is to add density to Harrisburg’s existing “mural trail,” which runs mostly along 3rd Street in downtown and Midtown.

“We want Harrisburg to be a mural-dense city,” she said. “So, they have to be concentrated.”

Sprocket also plans to mount a mural in Allison Hill, Caruso said. The organization created 18 murals during its first mural festival, which was held in 2017.
 

Lobbying Contract on Hold

Maverick Strategies will need to wait until mid-month to find out if its lobbying contract with Harrisburg will be renewed.

City Council was expected to vote on a one-year, $60,000 contract with the city-based lobbying shop last month, but pulled the resolution at the start of a council legislative session.

Earlier, council had asked Maverick for detailed billing statements for their prior contract, which ended Dec. 31. That information was received just before February’s legislative session, and council needed time to review the bills, said President Wanda Williams.

“We need clarification on these invoices,” Williams said. “City Council has additional questions they want to ask.”

Williams said that they’ll request that Maverick appear at the next council work session, which is slated for March 5, with a contract vote likely at the following legislative session on March 12.

Harrisburg University has named former professional player Alex Chu to coach its “League of Legends” e-sports team. Chu joined Giuseppe Gramano and Chad Smeltz to round out the e-sports coaching staff at the university.

Joyce Davis has left her position as Harrisburg’s communications director to take a post as the new opinion editor at PennLive. At press time, her replacement in the city had not been named.

National Association of Collegiate Esports last month announced that it had selected Harrisburg for its 2019 annual conference. The July 17-19 convention will attract 300 to 400 attendees, with most events taking place at Harrisburg University and Whitaker Center.
