Eastern Deal Rejected

Harrisburg City Council last month voted 4-2 to reject a proposed lease agreement with Eastern University, a Christian college that wished to renovate and rent space in the city government center.

Council’s objection to the agreement, in which Eastern offered to spend $600,000 renovating city hall’s dilapidated basement, centered on the university’s religious affiliation and its requirement that its employees sign a doctrinal faith statement.

In remarks before the vote, Councilman Ben Allatt said he was deeply conflicted about the prospect of ceding public space to a private, religiously affiliated institution.

“The university would not hire someone like me,” said Allatt, who is gay. “I recognize they can do what they want, but they want to come into our city hall, which is a building of the people.”

Council previously pressed Eastern representatives on their commitment to the city’s nondiscrimination ordinance, which outlaws employment discrimination based on sexual orientation. Eastern embraced the non-discrimination policy in a letter to council.

In the same letter, however, Eastern affirmed its right to hire faculty who “fully embrace” the school’s religious mission. Members of council feared that exercising that right would translate into discrimination against LGBT applicants.

Mayor Eric Papenfuse lobbied in favor of Eastern during the meeting, saying that the deal would save the city “real, significant money” by paying for necessary renovations. After the vote, he blasted council’s decision and accused them of squandering a one-of-a-kind opportunity.

“We’re going to have to take taxpayer dollars and devote it to fixing a building instead of fixing a pothole or fixing a park,” Papenfuse said. “To me, it was a no-brainer to move forward in a partnership with Eastern.”

Green to Take Council Seat

Ausha Green will be Harrisburg’s next councilwoman, as City Council plans to appoint her to an open seat.

Council President Wanda Williams announced last month that council will name Green to the seven-member body, forgoing a competitive process that has marked recent council vacancies.

Williams said that council reached a consensus to appoint Green, who had served on the Harrisburg school board.

The seat became vacant after the resignation of former Councilwoman Destini Hodges, who left Harrisburg to take a job out of state.

Come January, Green would have assumed a council seat anyway, as she won the Democratic nomination for council in May, along with incumbents Wanda Williams, Shamaine Daniels and Ben Allatt. There is no Republican opposition for the four, four-year seats.

A two-year council seat also will be on the ballot this month following the resignation in August of former Councilman Jeffrey Baltimore. Councilman Dave Madsen, appointed a month ago by council, is running unopposed for that seat.

 

Bike Share Launched

A local nonprofit and community sponsors officially launched Harrisburg Bike Share last month, putting 55 communal bicycles on Harrisburg’s streets.

The program is modeled after bike share systems that have sprouted up in recent years in cities like Philadelphia and Pittsburgh. Paying members use a smart phone app or text messages to unlock a bicycle from a docking station and then ride and return it to any docking station in the city.

A $25 annual membership gives riders free access to bikes for periods shorter than two hours and then charges $2 for each hour after that. “Pay as You Go” members will be charged $2 for each hour they use a bike.

The program is spearheaded by Communities in Schools Pennsylvania (CIS), a dropout prevention organization, and sponsored by organizations including Highmark insurance and the Dauphin County commissioners. CIS outsources bike share management to Zagster, which operates more than 100 city bike shares across the country.

The bike share includes 11 docking stations in the city’s Uptown, Midtown and downtown neighborhoods and on City Island.

Riley hopes to add more docking locations in the future, but said that user trends will dictate how the program grows. Bike share sponsors will watch ridership data to see who is using the bicycles and for what purposes.

“We need to know if this will be a leisure [service] or if we have people who want to use these bikes to get to employment areas,” Riley said. “We need to see success to know where to expand.”

In conjunction with the launch, Mayor Eric Papenfuse said that the city will establish two bike boulevards in the spring on low-speed, low-traffic streets. A boulevard on Aberdeen Street will connect the Capitol Complex and the Harrisburg Transportation Center, and another on North Street will extend from the Capitol to Riverfront Park.

The city will paint both roads with “sharrows,” road signs indicating a shared lane for cyclists and motorists. The signals do not designate the roads as bike-only lanes.

City Buys Sinkhole-Ravaged Homes

More than 3½ years after a sinkhole erupted on the 1400-block of S. 14th Street, Harrisburg has started to relieve homeowners of their worthless properties, though some residents say that they still have nowhere to move.

Harrisburg last month bought the first of 52 homes on the block, Mayor Eric Papenfuse said, adding that the city is on track to purchase all 52 affected properties by Dec. 31.

“It’s been a very complicated and drawn-out process,” he said.

Papenfuse reported that the purchasing program is the first of its kind in the nation, since sinkhole events are not usually covered by natural disaster relief dollars.

A few years ago, the situation along S. 14th Street seemed dire. However, the city was able to secure about $4.7 million in federal and state disaster relief funding to purchase all the homes at their pre-sinkhole market value.

Despite the announcement, some residents said that they weren’t prepared to move by year-end.

“I’m not ready to move,” said resident Ronald Cook. “We’ve got nowhere to go.”

Papenfuse and Jackie Parker, director of the city’s Department of Community Economic Development, said that the city has been in continual contact with S. 14th Street residents ever since the sinkhole opened in 2014.

Parker also said that the Dec. 31 closing deadline was negotiable, since each property sale is highly individualized. The grants funding the home purchases technically expire on Dec. 31, but Parker said that homeowners do have the opportunity to extend.

“Nobody has to move by any particular time,” Parker said. “Every property owner has a unique situation and unique closing opportunity and paperwork. No two are the same.”

 

Off-Leash Dogs at Issue

Citations for off-leash dogs are on the rise in Harrisburg, but some residents want the city to do more to enforce leash laws in the city.

As of last month, animal control officers working for the Harrisburg Police Bureau had cited 22 dog owners in 2017 for letting their animals run off-leash. That figure is up from 14 in 2016, 15 in 2015 and zero in 2014, according to data from the Harrisburg Police Bureau.

But many dog owners say that off-leash dogs remain a problem in certain neighborhoods of the city, particularly Italian Lake and the former William Penn High School. Dogs must be restrained on a leash in all public places, including parks, according to ordinance.

The issue surfaced at a City Council meeting last month. One resident said her service dog was attacked by unrestrained dogs at the State Hospital grounds in Susquehanna Township, where she started going to avoid off-leash dogs in Harrisburg.

“I don’t think this problem is being taken seriously,” she said, adding that an attack like the one her service dog suffered could ruin its training.

City Councilman Cornelius Johnson said that one possible solution is increased cooperation between animal enforcement officers and the city park rangers, who are responsible for patrolling Harrisburg’s 26 parks.

Mayor Eric Papenfuse said that the city hopes to budget for another park ranger in 2018, bringing the total rank to three.

Park rangers cannot write tickets, but they make ticket referrals to the police or report stray dogs, Papenfuse said. Animal enforcement officers are also responsible for collecting stray animals and have picked up 78 this year.

Above all, Johnson said, communication is key. He asks residents to report off-leash dog violations when they see them.

“The best thing a resident can do when they come across an issue is call it in,” Johnson said on Thursday. “When we get calls, there’s accountability.”

New Business Administrator

Mayor Eric Papenfuse announced last month that Harrisburg has hired a new business administrator, concluding a two-year search to fill the grant-funded position.

Marc Woolley, an attorney who has worked as general counsel at the Hershey Trust and the Pennsylvania Housing Authority, will direct the city’s Department of Administration and help the mayor manage the city’s budget and finances.

One of Woolley’s major responsibilities will be helping the city determine its next steps in the Act 47 process, a state program for financially distressed municipalities.

His $115,000 salary is funded for three years by an Act 47 grant from the state.

Papenfuse said that he had been performing most of the duties of business administrator himself. He hopes that filling the position will allow him to focus more on strategic planning and community outreach.

 

More Apartments Downtown

More residences are slated for downtown Harrisburg, as Harristown Enterprises is eyeing another worn-out office building for redevelopment.

Harristown has under contract a vacant, 11,000-square-foot office building at N. 2nd and Cranberry streets currently owned by Camp Hill-based CJ2 Group, which has it on the market for $399,000. Harristown wants to convert the space to 12 one- and two-bedroom apartments, with additional first-floor retail.

Most of the building has long been empty, though a restaurant, Arepa City, occupied the ground-floor retail space until fairly recently.

“Upscale apartments in the downtown are in high demand,” said Brad Jones, president and CEO of Harristown. “We want to bring more exciting unique and desirable apartments to the market to grow the number of downtown residents and to support retail and restaurant activity along this corridor.”

Harristown now must shepherd its plan through Harrisburg’s land development process. To undertake the project, Harristown will need a variance from the city’s Zoning Hearing Board, as the building is not zoned for this use.

Several years ago, Harristown dipped its toe into office-to-residential projects by converting a part of Strawberry Square into apartments. Since then, it’s undertaken several other conversions along S. 3rd Street, adding a total of 60 new apartments downtown.

Harristown also recently began to raze a building on the first block of S. 2nd Street. It expects to build a new office building in that space, pending an anchor tenant.

Home Sales, Prices Up

Harrisburg-area home sales continued their recent upward trend, with both purchases and prices on the rise.

In September, sales increased 3.3 percent and the median price rose 3.2 percent from the year-ago period, according to the Greater Harrisburg Association of Realtors.

In Dauphin County, 268 units sold versus 256 in September 2016, while the median price increased to $159,950 compared to $155,000. In Cumberland County, sales fell to 289 units from 314 a year ago, though the median price went up to $195,000 versus $179,250 in September 2016, GHAR said.

Perry County had 40 home sales, a decrease of 10 units. However, the median price rose to $166,450 versus $146,950 a year ago.

GHAR covers all of Dauphin, Cumberland and Perry counties and parts of York, Lebanon and Juniata counties.

Brittney Parker has been elected to the board of directors of the Commonwealth Foundation, a Harrisburg-based think tank. Parker is a manager of donor relations for the State Policy Network and, prior to that, served on the staff of the Commonwealth Foundation and the LIBRE Initiative.

Capitol Express Grille opened last month at the corner of N. 2nd and North streets in Harrisburg, offering a variety of sandwich and entrée options, with a focus on Middle Eastern dishes. The storefront last housed Aleco’s, which moved up the block to N. 3rd and Briggs streets.

Eight Oaks Craft Distillers began pouring samples last month in the Broad Street Market’s brick building. The stand sells products such as vodka, rum, gin, applejack and whiskey from the Lehigh County-based spirits company.

Tax Hike Suggested
 
Harrisburg Mayor Eric Papenfuse last month proposed tripling the local services tax to help close an estimated $6 million budget gap for the year.

Papenfuse introduced the idea during the annual State of the City address, saying that the Harrisburg Strong financial recovery plan needed to be amended because some revenues, including parking revenues due to enforcement snags, have fallen short of projections.

Under this plan, the local services tax would increase from $1 to $3 per worker per week. The increase would generate about $4 million a year, according to the administration.

The increase must be passed by City Council and approved by the Commonwealth Court. Papenfuse later said that Fred Reddig, a state official and the city’s Act 47 coordinator, supports the idea.

During his speech, Papenfuse also urged Harrisburg-based businesses to help the city financially by ceasing to use private haulers for trash collection. In addition, he floated the idea that the city should consider Home Rule, which would allow it to have greater control in its own affairs.

Papenfuse said that Home Rule was the “only real way out” of Act 47 financial oversight. Many municipalities in Pennsylvania, including Carlisle, have Home Rule charters, but achieving Home Rule would take years.

 
Reed to Stand Trial
 
The criminal case against former Harrisburg Mayor Steve Reed will go to trial, a judge determined last month.

Following a daylong preliminary hearing, Senior Magisterial District Judge Richard Cashman said the state could proceed with a case against Reed on all 485 counts against him, covering a wide range of alleged corruption.

At the hearing, the prosecution presented evidence that Reed had violated numerous laws, including that he had kept in his possession hundreds of artifacts purchased with city money. Reed allegedly bought the artifacts for several museums that he had proposed building in the city.

The defense team, led by Henry Hockheimer of the Philadelphia-based firm of Ballard Spahr, refuted those charges, stating that the property rightfully belonged to Reed.

Separately, Reed’s attorneys last month filed a motion asking the court to dismiss more than 300 counts against him, claiming they were not valid because the statute of limitations had expired.

Sinkhole Application Favored
 
The state has ranked Harrisburg first in Pennsylvania to receive federal sinkhole mitigation funds, the city learned last month.

The Pennsylvania Emergency Management Agency sent a letter to Harrisburg saying its application for a federal Pre-Disaster Mitigation Grant for sinkhole remediation had been ranked No. 1 in the state.

The city is seeking grants for sinkhole repair and home demolition and buyouts in a hard-hit area of S. 14th Street.

The state support, while positive, does not guarantee that Harrisburg will receive the award, said Mayor Eric Papenfuse. Only state emergency management agencies are eligible to apply for grants under the program, but awards are not allocated on a state-by-state basis.

 
 
 
LED Project Gets Green Light

Harrisburg’s plan to upgrade all of its streetlights with long-lasting LED lights is set to begin this month after the City Council approved funding for the project.

Council last month voted unanimously to borrow $3.2 million from M&T Bank for the LED conversion project, the city’s first major borrowing since the financial crisis shut it off from the credit markets. Council then voted unanimously to contract with The Efficiency Network, based in Pittsburgh, to perform the citywide installation of about 6,000 lights.

The administration estimates that the upgrade will save the city about $500,000 annually in energy costs, which should cover the cost of the financing. As part of its contract, The Efficiency Network guarantees the savings for a 10-year period.

Mayor Eric Papenfuse said much of the work would be done this fall, but probably would not be completed until early next year.

Council also authorized the administration to apply for a $3.6 million grant from Impact Harrisburg, a nonprofit set up as part of the city’s financial recovery plan to assist its infrastructure and economic development efforts. Impact Harrisburg is in the process of hiring an executive director, which it must do before considering applications for grants.

If Harrisburg receives the money, the city would pay off the loan early and use the savings from reduced energy costs for other purposes, Papenfuse said. The loan carries a prepayment penalty of 3 percent.

The city already has received a grant of $500,000 to offset some of the cost of the LED project.

 
Campbell Gets Probation
 
Former Harrisburg Treasurer John Campbell last month was sentenced to three years of probation for stealing money from three nonprofit organizations.

As part of his sentence, Campbell turned over a restitution check for $26,230, which will repay Historic Harrisburg Association, the Capital Region Stonewall Democrats and Lighten Up Harrisburg for the thefts.

In all, Campbell pled guilty to one misdemeanor and two felony counts.

Campbell was executive director of Historic Harrisburg and a volunteer treasurer for both Lighten Up Harrisburg and the Stonewall Democrats when the thefts occurred. He was not charged with any crimes in his capacity as city treasurer.

Dauphin County Common Pleas Judge Scott A. Evans is allowing Campbell to serve his probation in the Washington, D.C., area, where he now lives.

 
Bar Loses Appeal

A Midtown Harrisburg bar targeted for closure by the city has lost its appeal, and now has taken its case to court.

The city’s License and Tax Appeal Review Board rejected the effort by the Third Street Café (formerly Club 1400) to retain its business license and continue operating from its building at the corner of N. 3rd and Calder streets.

The three-person appeals board unanimously sided with the city, which alleges that the bar attracts criminal behavior, especially drug activity.

“The owners and operators of the Third Street Café consented to or allowed behavior on and around the premises that constituted crimes under federal, state and local laws,” concluded the board in its Aug. 28 decision.

The city has tried for months to revoke the bar’s business license. In late March, it sent owner Tony Paliometros a letter stating it planned to revoke the license, giving him 30 days to cease operations. Paliometros appealed the revocation, and a one-day appeals hearing was held in late May.

After losing the appeal, Paliometros immediately appealed that decision to the Dauphin County Court of Common Pleas and was granted a stay to remain open. The court appeal is scheduled for Oct. 9.
 
 
Housing Market Stable

Housing sales and prices were relatively stable in August, compared to the same period last year.

Throughout the region, 783 houses sold at a median sales price of $165,000, according to the Greater Harrisburg Association of Realtors. In August 2014, 781 houses sold for a median price of $165,000.

In Dauphin County, 265 houses sold at a median price of $144,900. In Cumberland County, 268 houses sold for a median price of $179,900 and, in Perry County, 27 houses sold for a median price of $165,000.

The Harrisburg Downtown Improvement District and Recycle Bicycle last month launched a Downtown Bike Library, which allows people to borrow and then return a bike, a helmet and a lock at no cost from the HDID office at 22 N. 2nd St. This program is considered a pilot program to the Bike Share Harrisburg initiative that is in the works to bring a bike share program to the city.
 
The Millworks last month started a lunch service, which begins at 11 a.m. Tuesday to Friday. The Midtown Harrisburg restaurant and art space opened in March for dinner, Tuesday through Sunday. It then added weekend brunch hours.

Bricco halted its lunch service last month in favor of expanding its catering business with Ciao! Bakery, in an endeavor now called Bricco-Ciao! Catering. The menu consists of both Ciao’s sandwiches and Bricco’s Mediterranean-inspired dishes. Bricco, at the corner of S. 3rd and Chestnut streets, remains open for dinner.

The Kitchen at H*MAC last month announced new lunch and brunch hours. The restaurant, located at 1110 N. 3rd St., Harrisburg, now is open for lunch on Monday to Friday beginning at 11 a.m. and for brunch on Saturday and Sunday beginning at 10 a.m.

Arepa City, which specialized in the Venezuelan sandwich called the arepa, closed last month after more than six years in downtown Harrisburg. Owner Daniel Farias said customers didn’t follow the restaurant after it moved into larger space further down N. 2nd Street. Farias said he plans to continue his catering business.

Frederic Loraschi Chocolate opened a retail location and production facility at 4615 Hillcrest St. in Colonial Park. For years, the chocolatier has made his high-end confections from a converted kitchen in the basement of his Hummelstown home. The new shop allows consumers to buy directly from him.

A Meal, a Memory: Caruso’s may be gone, but the melody lingers.

The places we considered “landmarks” in the city are gone: the Maverick (great steaks and a lobster fest in June), Italian classics at Lombardo’s (seafood fra diablo), the Esquire Room in the old Penn Harris (great burgers), and Santanna’s on 2nd Street with the fish tank at the door and hard shell crabs by the bushel.

We have new places to love now: Carley’s and Stock’s; Mangia Qui and Char’s; Café Fresco and Home 231; Bricco and El Sol; and many wonderful casual spots like the Federal Taphouse, Arepa City, Pastorante, Alvaro and Crawdaddy’s.

But driving on Chestnut Street in downtown Harrisburg always brings back memories of a little bistro that was very dear to my heart. Many years are gone since Dennis and Terry Snyder opened Caruso’s not far from the train station near what now is Bricco. It was a tiny place with a front-facing window, forest green walls decked with Italian art, and, on weekdays, the sounds of opera softly playing in the background. Caruso’s smelled like an Italian restaurant should smell, in my view: of olive oil and garlic.

It was the early ‘80s, and our children were very little back then. When my family could babysit, we would sneak out to Caruso’s for a late dinner, usually on a Saturday night. The little bistro was always bustling and, on weekends, Carl Iba, violinist for the Harrisburg Symphony, would stroll and play all night. I can never hear music from “Fiddler on the Roof” without thinking of him.

The food was wonderful: homemade pasta, fresh fish from Baltimore, chicken and meat dishes, all prepared in classic Mediterranean style. Terry made all the desserts herself. Her specialty was zuccotto, a chilled cake, brandy, chocolate and cream dessert prepared in a rounded mold. It was always on the menu. Lacrima Christi and Cortese di Gavi were always available for perfect wine accompaniments.

I still remember my first meal at Caruso’s: homemade spinach fettuccine with gorgonzola cream sauce and chicken with vinegar peppers. It was delightful. And, after that, we were regulars.

For this month’s column and as a tribute to Caruso’s, I searched and searched for a recipe for chicken with vinegar peppers to share with TheBurgreaders that was reminiscent of that first meal. I found a recipe by Bobby Flay called “Chicken and Peppers in Balsamic Vinegar Sauce”and decided to give it a try:

  • Heat 3 tablespoons olive oil in a medium Dutch oven over moderately high heat (I used my cast iron Le Creuset) until it shimmers.
  • Pat dry 8 chicken thighs (bone in or boneless) with a paper towel and season with salt and pepper. Brown the thighs in batches (give them room!) until golden brown, about 4 minutes per side. Remove each batch to a clean plate until the others are done and before adding the peppers.
  • Cut 3 bell peppers (I used red, yellow and green) into thin strips and add to the casserole. Cook the peppers about 5 minutes until slightly soft. (August is a great month for peppers.)
  • Add 4 cloves chopped garlic and toss with the peppers about 1 minute.
  • Then add 1 tablespoon tomato paste and cook for another minute, working the paste through the pepper mixture.
  • Add 1 cup balsamic vinegar (I used a good white balsamic) and cook the pepper mixture until the vinegar is reduced by half.
  • Add 2 tablespoons honey and a cup of low sodium chicken broth and cook for 5 minutes more. The heat should still be moderately high.
  • Return the chicken to the pot, reduce the heat to medium, and cover the lid. Simmer the chicken until completely cooked through (at least 30 minutes) and then remove the lid.
  • Remove the chicken to a platter and then boil down the sauce a little to thicken.
  • Pour the sauce over the chicken and sprinkle with chopped Italian parsley.

We loved this dish. I served it with rice for him and creamy mashed Yukon gold potatoes for me. Sliced summer tomatoes with chopped basil would be a nice accompaniment to the chicken, along with chilled melon slices.

Now, as a matter of full disclosure, this dish was very different from my first cherished entree at Caruso’s. (I will have to keep searching.) But writing this column brought back wonderful memories of that special place. Here’s to a little restaurant on Chestnut Street that was decades ahead of its time. Salute!

A Venezuela Victual: When the owner of Arepa City moved to Harrisburg, he brought his native food with him.

Screenshot 2014-03-30 11.07.09Those who know Daniel Farias describe him as a “people person,” an important trait for someone who works long hours serving the public.

And those who visit his downtown Harrisburg restaurant, Arepa City, look forward both to chatting with the ever-present, typically smiling businessman and dining on his delicious cuisine, which is based upon the Venezuelan staple known as an arepa.

“He really cares about his customers and wants everyone to have an enjoyable experience,” said Camp Hill resident Allen Gordon, who considers himself a regular and has been frequenting the establishment since it opened.

Gordon and his wife even took friends who were visiting from Venezuela to the restaurant, and they gave the food rave reviews.

Farias began his career in the hospitality industry working on a cruise line after leaving his native country.  

“I started out as a busboy; it was the only position they were able to give me,” he said, explaining that he knew little English at the time. “I then decided that I wanted to grow and made up my mind to master the language in order to open up better opportunities.”

Farias turned out to be a quick and astute learner, and, before long, he was promoted to assistant manager.

While working on the cruise ship, Farias met his wife Mildred, who was living in Boston. So, he decided to move there and began working in a hotel. His career eventually took him to Florida, and then Hershey Entertainment came knocking, so he moved Mildred and his twin daughters Diliana and Daniela to the central Pennsylvania area, where he became banquet director at the Hershey Lodge.

Farias, though, dreamed of working for himself, so was always on alert for the opportunity. When he heard that a small, turnkey establishment was for sale on N. 2nd Street in Harrisburg, he decided to investigate.

“Turns out the owner wanted out, and I wanted in, so it was mutually beneficial,” he said.

For Farias, who studied at culinary school back in Venezuela and spent his career in hospitality, making the decision to open a restaurant was a no-brainer. Choosing what to serve was an equally easy decision. 

“I decided to stick with what I know best, which is my cuisine,” he said. “In Venezuela, I grew up eating arepas almost every day and wanted to offer the public authentic Venezuelan cuisine. If you go to my country tomorrow and ask for an arepa, you will get the same thing.”

Arepas are a sandwich, a bit like a pita, with the dough made from corn meal, salt, sugar and water, said Farias. Customers can choose from a variety of fillings, including pork, lamb, chicken, chorizo, beans, flank steak—whatever strikes their fancy.  

“Since it’s a bread, anything goes with it,” he said. “Only a few people have asked me to customize them according to what they want, but I want people to feel free to do that, too.”

Patrons also can order other Venezuelan specialties like pernil asado, which is slow-roasted pork leg, cassava sticks and spicy cabbage, and patacones—green plantain open sandwiches that are offered with a selection of toppings from shredded flank steak to chicken to avocado salad.

Ana Yost lives in Etters and makes the trip to the restaurant often.

“My daughters and I love it there,” she said. “He puts his special touch on every dish. Everything is fresh, and he comes out and talks to people, too.”

For Farias, the future looks bright, as he plans to continue pleasing his patrons for years to come.

“I’m very positive about Harrisburg and the renewed focus on business in the area,” he said. “I know that this restaurant is unique in many ways. There is no restaurant around here similar to this. Philly is the closest, and they say this is better.”

Then, with a laugh, he adds, “Who knows?”

Food Pedalers: Local eateries roll out eco-friendly bike delivery.

Next time you think of ordering in lunch or dinner from your favorite restaurant, consider having it delivered the green way.

The Harrisburg Bike Taxi service is going one step further to help out the community by teaming up with local restaurants to deliver food right to your home or office. El Sol, Arepa City, Mangia Qui, The Soup Spot, Ceasars Italian Ice and Pita Pit form a short list of Bike Taxi’s clientele. Delivering food via bicycle is becoming more and more popular as it is hassle free, economical and adds a unique feel to Harrisburg.

“We just purchased two new bikes from Maryland in April and they have more space in the back which makes it convenient for food delivery,” said Sean Hertzler, owner of Bike Taxi. He said food deliveries are made anywhere from downtown, Midtown and sometimes even to Uptown Harrisburg.

Lunch deliveries range from 11 a.m. to 2 p.m. and dinner is from 5 p.m. to 8 p.m. Monday through Saturday. The delivery rate for the bike taxi is $2.99 plus tip.

The Soup Spot, 1014 N. 3rd St., is Bike Taxi’s spotlight restaurant. They offer tips only rides for lunch or dinner. Randy Straub, part owner and chef, decided to use the taxi service for food delivery because he wanted to make his product available all day.

Another local eatery that has embraced this ecologically friendly practice is The Old Town Delicatessen, which recently opened at 512 N. 3rd St. Old Town offers its own bicycle food delivery service.

Ron Gilbertson, owner of this quaint restaurant, said they have two old fashioned bikes. “The old style bikes tie into the theme of the deli,” he said. They have top of the line deli meat and their breads come in fresh every morning.

Gilbertson likes the idea of bike delivery because bikes can get around the city easily and there is no hassle with parking.

Cribari’s Ristorante, 263 Reily St. in Midtown, also has its own delivery service. They make deliveries on their bike to customers within an eight-block radius.

Manager Charlie Cribari said they are working on building up their clientele and would like to extend the range of delivery in the future. This quaint venue offers Italian cuisine that is sure to satisfy your appetite.
